They just need to have hot weather, fertilizer and water to grow. I'm guessing they still some time temperature-wise to grow. Maybe you are watching them too closely and don't notice them...

From what I have read, the female banana flower does not need to be pollinated to produce fruit. I would assume the bloom has already been pollinated as you have small bananas. You already have...

You can always try, at the end of the season, digging that stem with the banana bloom on it and potting it to keep somewhere where it won't freeze (basement). That stem will die from blooming...

Have you had a lot of rain lately? My Basjoo leaves were looking similar after several + inches of rain in Illinois. The plants finally broke at the base.
