"Etapa vegetal" is the vegetable stage...and yes at this stage most bananas are cultivated for the purpose of sale as a vegie. Some will wait a bit more to then transport as a "fruit" so that they can continue ripening on the way. Ripened bananas can only be consumed locally as they will rott if transported.
