The botanical name is Dypsis leptocheilos. It's known as a Teddy Bear or Redneck Palm.
It gets its name "Teddy Bear" from the brown, fuzzy texture on the crown. Every time you pull off a frond, a white ring is left around the trunk.
It's an understory palm. It doesn't get quite enough shade where it's planted, so that is why it looks a little burned in the photo.
