Last year I had a hard time getting the EE's to get going so I started early this year. I planted two up and put them under the upside down containers I have with bulbs to provide bottom heat to my seedlings. A week and a half and the are pushing. Soil temp 70 degrees.

Just my two cents here. Maybe you should have your tray in a plastic wrap to maintain the humidity. I find that humidity plays a big part in their germination.

Actually that tray is full of coleus. I already germinated them in a zip lock and planted them. They are just really very small at the moment.

How long did it take for the coleus germinated. Did you also put the seed in a coffee filter or paper towel. I have germinated a number of seeds this way, but they was larger seeds.

They germinated in just a few days. I use moist perlite in a zip lock bag and float in in my aquarium as its an 80 degree source. Then just separate then and plant in the cells.
