auburnfan, No it was'nt big enough to bloom before winter hit. I kinda think it was growing all winter. I have heard that the basjoo is very cold tolerant. They turned green very early and had good growth before anything else in my yard.

It's only about 4" tall...it's a dwarf. 
Not to worry Dean...pepper plants know exactly when the right time to put on their crop is. Just watch and enjoy. The plants will still grow and get bigger, you'll see.
