Ripe seeds falls down arround palm, no need to climb up. They have a tiny coat on them.

Nope. Thats Robusta and the ones below are Trachycarpus fortunei aka Chinese Windmill Palms.

u can notice much higher Robustas fare back on the left road side
What Im looking are plants with round typ of leaf and not the one v-shaped as on my pics.
Ok, I've re-read what you posted, searched online for pics and more info, and I think I can spot a Washingtonia Filifera now.

Walked in different neighborhood today and found these two interesting looking Palms.

This one had a lot of growth so it wasn't just round on top.


This is what the bottom of the leaves looked like.


Then a few street over I found this one. The leaves are very cool!
