If you're thinking about bringing plumeria cuttings from HI back to the mainland,
the info below may be helpful. It's specfic to AZ, but I would guess CA is similar.

Aloha,
If you wish to bring back plumeria cuttings from Maui, you need to take them and the box to the agriculture inspectors at the airport. Then you can either take them with you or mail them. You can confirm this info by calling the USDA at 808-878-5261.
