Default Help with condition...

I have what I think is a Cavendish Banana Tree growing in a container in my home in Wisconsin. I planted this one from a "baby" that grew up from the original (the original seemed to produce 5 bananas and then about the time they were ripe it just fell over ... as if the trunk got weak).

I have noticed there are white blotches on it and I am concerned that this is most likely not good. Can anyone tell what this is from the picture?

I agree with mealy bugs. Not sure the best treatment, though. Neem oil? Insecticidal soap?
