Hi J, rather than create another thread on grow lights, I will direct you to a thread that has a lot of detail about them. Lighting for the winter

As to the growth issues, I would say that once spring gets there, they will take off for you. Fertilizing should be done when they are growing, not right now.

The mat you described with 15 suckers might need some thinning out. You may want to consider separating all but 3 or 4 from the mother corm. Pot them up and sell them or plant on their own as they are just taking energy from the mother. Once they have room to grow and fertilizer, sunshine and sunlight, you should have a nice mat this summer.

Running the lights 24/7? Well I would change it to 18 hours on 6 hours off. If the temp is good in the room and the one is showing a lot of growth when not give it a little boost. The ones that are not moving right now I would not give them any Fert's until they are pushing out 1 new leaf a week and are a decent size.
