Do you mean that the cigar leaf is half formed? I am trying to visualize what you are describing, but I am a bit unclear.

Oh, now I understand. So half of the raceme has under-developed fruit and the other half is normal. Has this happened previously, or is this your first banana plant?
My guess is that the others should plump more with time. Without seeing a photo, it is just a guess.

Maybe the bottom are the male flowers that don't form bananas?

This may sound like an odd question, but how many leaves are there on the plant? If you have less than 10 leaves, the size of your bunch will be reduced. It will also make a smaller bunch if there have been long periods without rain.

'Prata' bananas are called 'Ice Cream' in North America.

I hope this helps.

--
