Default stunted growth of pups?

Has anyone ever seen their banana tree's growth and its pups become stunted?

The mother is over 2 years old (pup of an original that was knocked down by the hurricane matthew winds in florida oct 2016).

I have a full grown banana tree that sheds its leave normally but should be much more filled out at this point in it's life, but instead looks like a tall juvenile banana tree. It has 2 pups with it in the ground they have never grown higher than 3 ft.
One of the pups has a new leaf opening but something is just wrong.
I dug that pup up today (it's probably over 1 year old) and put it in a pot to find a different area of the yard for it and maybe "re-charge" it and give it a better life.

I'm going to feed/fertilize this one and give it its best life. Any tips/suggestions/ideas?
