The cigar leaves that come up are already looking bad with brown dead looking spots on them. What causes this?

I wouldn't sweat it . This has happened to mine many times I assume because of climactic conditions. Insect damage could be the culprit as well, here we have Japanese beetles that seem to only go after the bananas and they leave a brown patch where they've been feeding. I even had one cigar leaf emerge just about completely dead this year only to have the next leaves come out unscathed. It will probably be just fine.

Thanks yeah i figured it would be ok. It just looks bad when the leaf finally comes out. Im having trouble with spider mites on some of my other plants and was wondering if it was caused by a pest or if it is disease or it needed some other nutrients...I fertilize it with 30-10-10 every week...

Yeah, spider mites are no fun for us all I think and could be the culprit. What kind of banana is it? If it's being grown for fruit I think the nitrogen ratio is too high. In fact I had better results even on Basjoos for example using a lower nitrogen formula. I use an organic 3-4-6 that seems to work well based on the results. Check the wiki here for some great info on fertilizers.

Its a musa basjoo so i heard that ornamental plants like a lot or nitrogen. Ive been thinking about getting some banana fuel and maybe alternate them every other week. So that way they would get lots of everything they need and not just nitrogen...
