Default Leaf sealed at the top

Last year towards the end of the growing season, my banana plants' leaves would not unfurl - the tips seemed to be sealed up. If I cut the tip off, it would then unfurl and look normal. I brought my siam ruby into the garage where it has survived the winter. I see the same sealed tip on it in the garage. Any ideas what this means - disease or pest? and how to fix it?
