Poland is in the European Union and subject to serious phytosanitary laws regarding imported plant material.

Did you try oleander.pl or forum.palmy.net.pl or others?
You can find some info where to buy seeds from Germany or France.

I have had good germination rates with seeds from Mark Davies, it is the only supplier I know that will post to Poland from their ebay shop, not sure if you can also order from the main website too. Items in Mark Davies Seeds store on eBay !

dito I have great luck with marks seed have grown velutina and helens hybrid and sikimessis all from mark the germanate around 20% which is good for most banana seed

I tried to get address detail from Mark Davies Seeds store, but seems the retail had no address details and I do not do palpay.
