What about interstate shipments, and in particular from California to other states?

You're not supposed to between certain states, but I have never found it to be enforced, I have sent and received plants to states where its not supposed to be allowed. This doesn't mean you should not be responsible though. If you're going to be shipping anyways, you should always make sure that there are no insects or other pests, ship without soil and bare-root when possible....and make sure your plants aren't diseased.

It is different for every state. In general, southern states require Brown Snail Certs, and northern states figure the winter will kill anything, and don't require anything other than a Nursery Stock Certificate. Some states require phytos, even for free plants or gifts.

Early yesterday evening I received this beautiful (and expertly packed) Dwarf Orinoco from mskitty38583.

I was also impressed with her choice of shipping methods: just $7.70 via express mail 'triangle tube' from Tennessee to southern California.

Yes, she rinsed it off then packed wet paper towels around the little corm and its roots, and wrapped that portion of the plant in a plastic bag. The box itself was packed with mini-bubblewrap and shredded paper. I'm definately going to take that approach when mailing ... 1000 Finger pups from the plant just obtained a month ago!
