Default how small is too small

I have a basjoo that only reached a height of +/-12" (inches) last year. transplanted it to my new house and kept in a pot all winter and has sent out 4 pups which are 5" tall or so. When can I divide those and also any ideas on how to get the main plant to grow? It was a pup off another plant I had that reached 6' the first year. maybe try to post a picture this weekend just to let everyone see. Any info would be greatly appreciated.

Some say wait till around 12" tall on the pups before dividing, and only a couple at atime!
