Dead tissue culture banana from the post office, can be saved?

I just took my 2 banana plants from the post office, purchased via international shipping (I'm don't live in the US).
This is tissue culture plant. and it arrived dead.

My question is if It can grow new one from the roots or somthing or it 100% dead?

The plants is currently in a cup with water.

thanks.

Cut it back to the corm and plant it in a pot that drains good, it looks like it has a few roots. It might grow back for you, let it dry between watering.

I don't really know If it really having corm (but maybe I am wrong).
The black thing you see is piece of soil attached to the roots.
Anyway, I cut the stalk to about half inch above the soil. Do I did it right???

I don't have much hope for these. ... TC this small came from an environment with high humidity; regular misting & mild lighting (may be about 75% -50% shading). .... So you can only try to save them. Do not let the soil dry out; keep moist but not wet.
