Can I Ship banana corms bare root to California from Florida?
 
I need some help. I would like to know if I can ship a banana corm with no soil from Florida to California? Any advice would be appreciated.

1. Either you have a nursery stock certificate or take the plant (in a pot with the soil it was growing in) to your county agricultural office and obtain a phytosanitary certificate based on samples they take from the plant and soil -- which might take up to a week to get the lab results back.

2. You can then legally ship it to California provided (as the county will tell you) you remove most of the roots, all of the leaves, wash all soil from the plant, and ship it as a bulb / corm.

3. If you only do step #2 you risk having the plant detected by plant-sniffing dogs during shipment and having the plant confiscated plus both the sender and the receiver being awarded a fine.

Richard in #2 you say legally ship, in #3 you talk about risking being fined for doing just that. Is #2 a typo? Did you mean to say illegally ship it?

NO what he meant was after you get the phytosanitary certificate it is legal to ship it as long as you do step 2. But if you don't get the phytosanitary certificate it is illegal to ship the plant.

Usually they get awarded with warnings the first time around unless it's obvious that folks were aware of the laws and intentionally ignoring them. Chris, maybe you can just warn your neighbors they may be getting some tree limbs next time???

Note: I have no first-hand experience with warnings or fines but have discussed these things with a family member who was an Agricultural Commissioner until recently.

Thank You all for Your advice. Just needed to know the law. The last thing I need is to be AWARDED a Fine;-)

i shipped a mango and lychee tree to California

i used the USPS triangle 3 foot tube to mail it, cost like $16.

i put it in a bag of soil too. it fit perfectly, just tape the bag and stem to one side of the box and fold the other two sides closed.

also i received a kaimana lychee from California shipped this way

From this end, CA, it is illegal to sell a plant without a nursery license, and the steps outlined by Richard.

Some states go so far as to require a Nursery Stock Certificate and/or a Phytosanitary certificate for entry of any plant material into their state, even if it is a gift, or free.

About 98% of the material sold on Ebay is shipped illegally.

As an example, for me to ship to FL I need a Nursery License ($150/yr), need to be on the SOD list ($60/yr)(Sudden Oak Death) and not have host plants at my nursery, be inspected for Glassy-winged sharpshooters (they spread Pierce's disease) ($60/yr + fortnightly trap inspections), and be listed as a snail-free nursery ($60/yr). After that, it is $35 for the Phyto for each shipment. So a $20 plant going to FL costs about $75 with shipping and Phyto.

Fun, huh!!

The big issue in shipping from Florida to CA is nematodes....

Detection history: The CDFA Nematology Laboratory detected the sting nematode in incoming quarantine shipments of Bermuda grass from Georgia in 1962, roses from Texas and coconut palm from Mexico in 1967, and plant-associated soil from Florida in 1983 and 1987.

Detection history: Cobb’s awl nematode was first detected in quarantine shipments of aquatic plants from Ohio in 1966. Since then the nematode was detected in soils associated with ornamental plants from Florida:

Radopholus similis (Cobb) Thorne
Burrowing nematode

Detection History: In 1953 the burrowing nematode was recognized as the cause for spreading decline in Florida, thereby, giving CDFA sufficient cause to protect California against this devastating pest. The next year R. similis was found in banana in a Los Angeles nursery. In the years to follow, a series of actions occurred within California, the highlights of which are chronicled below:


In 1954-56, a state-county survey revealed several ornamental host plants in nurseries to be infested with Radopholus similis. Eradicative measures were pursued.

I hope you thoroughly treated the plants and soil with strong pesticides before doing so. We don't need any more exotic insects from Florida over here!

Richard not to worry, all corms are thoroughly inspected before shipping.

But seriously..I do agree with Richard on this one...it is a very bad idea to ship a bucket of dirt from Florida to California. Not that I have not been guilty of some agricultural violations as well. I no longer ship plant material to CA.

Glassy winged sharp shooters attack grape vines and came into california likely by illegal plant shipments and the same with asian psylids which spread greening disease in citrus were brought into this country by illegal shipments.

Fun, huh!!


I went through the same headaches on researching what could be and how to ship to California as a nursery owner in Florida. I was a bit perturbed at the florida dept of agriculture for not making a single effort to go after those who ship plants on ebay. As a nursery owner you have to get a nursery certificate, pay for numerous fees and inspections whereas the ebayer does not.

Add the latest requirements under the Clean Water Act.

You have to do analysis and testing of water runoff from your property (wet and dry season), and submit a report, which they estimate at $10,000/yr. The alternative is to join a "group" fro this purpose. In my case, there is only one group to choose from. So add another $250 this year for this issue.

They are looking for many pollutants, including pesticides, fertilizer, silt, etc. which you are not allowed to discharge into any waterway (which is any street, road, alley, stream, brook, lake, ocean, etc. - in other words nothing is allowed to leave your property. Any residue from using compost or mulch, because it biodegrades, is classified as a fertilizer (nitrogen) and needs to be controlled. Kind of hard to do on a hillside.

Jon, we chatted about this before. I don't know why it's just now become a requirement for you. I've belonged to a reporting group for close to 10 years.

My latest regulation hassle is to report details of my water usage, threatened with being "awarded" fines up to $25,000 and $1,000 per day.

There is also an eBay seller from Florida who sells pesticides, some of which are restricted in California. I'm amazed nobody has gone after him yet. I just checked and there are actually two Florida ebayers selling Ridomil (and other pesticides).

I think the time difference is just a matter of implementation. Somehow they chose to not do all counties at the same time. If I understood correctly there are two more counties yet to go, after San Diego.
