That list is not the best by a long shot. Just cold hardy. Raja Puri is prone to choke making not even close to best. There are more factors to best than cold hardy.

I had lists thrown at me but visiting places and getting real experience local made the difference.

If I had one to choose, I'd go with Namwah.

Namwah would be my 1st choice also- cold hardy and very tastee - D namwahs are easier to winterize - In my zone 9a (Gulf Coast) pups have to overwinter and fruit the following spring/summer.
My tall namwah mat has a flower right now but only 2 leaves on the pstem - it is a big mat maybe the corm will support the bloom?

Being familiar with Lompoc, I think Namwa would do well there. Perhaps venturabananas can provide a sanity check.

Be careful with recommendations from well-meaning 9b folks in the gulf states ... their weather is very different (high vs. low humidity) than yours.

Yep, I had the very same thought. Namwah is your best bet for your climate.

+1 what Jose263 said. Pretty reliable fruiters, and nice size bunches for our climate.
