They look like water pups to me.

Sword pups on my basjoo typically rise close to 2ft before they even begin putting out true leaves, but yours seem to be making leaves right away.

A sword pup can literally get up to 8ft within a month after its appearance since it has so much corm energy, but water pups take much longer to put on size since they have smaller corms with less energy from the mother plant. Sword pups also generally appear farther away from the main pseudo-stem, and yours are appearing right next to it.

Water pups. Some of my sword pups take months before they put out a "normal" leaf.

Yes it is normal and yes you can separate them if there are roots present.

Water suckers

From my experience, when basjoo age, they form sword pups. When they have a small corm, they mainly produce water suckers.

If your plants are healthy, they'll develop more sword pups than you know what to do with

Those look like water pups. The mat you showed in the pictures is very immature and as it becomes more developed, will begin to produce sword suckers. At this point, you will get mainly water (or ones that initially look like sword, but then change to water while still very small).

Technically you COULD separate them at this point, but there's really no reason. They will not drain the development of the main plant, and it's actually beneficial to keep 2-3 pups on the main plant for faster subsequent flower production once the plant gets mature. Also, the pups pictured are awfully small to separate off at this point. They might not survive if you were to remove them now.

Here's a thread to help show you how to separate pups for in the future.

A mat is a group of banana plants. It's how they grow naturally....main plant sends up pups and they grow larger. If pups aren't separated off, eventually you get a large grouping of plants like this:
