I believe he means like a smartphone app (application). So instead of surfing the web on your phone, all of the forum is contained in the app, and so makes it easier to use on your phone or tablet, although u still need the internet. Maybe someone else could explain this better.

I think this was brought up before....if I remember correctly part of the reason was $ from adds to keep the site going. If an app was created web page views would go down and so would revenue....I could be wrong, that might have been a different site but im sure it would apply itself here too.
