To me just looks like a very sad ‘Orinoco’, or other type of Bluggoe. “Dwarf Ladyfinger” as a distinct and known cultivar doesn’t exist, “ladyfinger” is a loosely applied term used for basically any smaller sweet banana, and it varies by region.
In the US, there is a ‘Dwarf Ladyfinger’ marketed which is just a weird very small ‘Dwarf Cavendish’ off-type, but definitely not the plant you show.

There is a ross dwarf ladyfinger in Australia, but its a recent selection and not stable in tc, i did consider dwarf cav but it seemed very skinny. However most unusual things here are mislabeled cavendish types.
