It is a plantain cultivar, but I do not know which one or type (French, French horn, etc...). If you can get a photo with the entire inflorescence without the bud cut off, we could narrow it down. My guess is that it is a type of French plantain which are characterized by having a fully developed and persistent male bud, and they are common. There are also a few common false horn types as well though. It is definitely not a true Horn plantain though which only have 1-2 hands and no male flowers.
