If you keep your banana in pots would they flower?
If ,Yes...does it takes longer time to flower in pots vs in ground?

what type are you thinking about? Yes i have heard it does take a bit longer in a pot , but the hight of the plant is not as tall. Since your in zone 9a or b if if doesnt freeze for too long i would put them in the ground . might want to waity till march , April to make sure you get agood root system. how often do you get freezes?

Last year when I pulled my trees from their homes...pots...there was almost NO soil remaining. The roots had taken over the pots and even ventured through the drain holes.

I imagine in high wind or when they fruit how unstable the pots would become.
Don't be scared of commitment :ha: ground them. They'll grow soooo much faster! Fruit yields can't be the same either

i Live in zone 9 there are many bananas that can take this zone easily Brazilian Ice cream bajos Orinoco even an Ae if its well protected under a tree or a patio covering zone 9 is only one zone over from topical you just have to take a bit of care with them not to water during the winter months you can cover the more sensitive plaints but i don't bother with the IC or Brazilians even Bell dose well in my yard i even have a dwarf Williams but its next to a brick wall were it can get some night time heat remember you may be in zone 9 but not ever part of your yard is equal some places are warmer then other just watch for the hot spots and try to use them to there advantage

I have a dwarf Cavendish 4ft tall in the largest pot I have, an Ice Cream Banana 2ft tall and a double Mahoi about 18'' tall. I did not know where to plant them so I was thinking to keep them in the pot.
If you plant them is it OK to chance their location during the year? would stress them and delay flowering?

My plants never stressed a bit when in their pots. They didn't grow as fast either. When a wind storm would roll in, I would grab the dolly and wheel them to the 'downwind' side of our house. If I didn't, I would have to pick them up after the storm (they were up to 10' tall then too).
As for your dwarf there in the pic above, that looks very stable for now. My dwarfs get a little lean/flex with nanas hanging. I don't support the fruit weight on the dwarfs. And as long as the fruit doesn't extend over the outter edge of the pot, the plant should remain stable. My dwarfs top leaf extends to 6' tall. Other dwarfs can go as high as 12'. I live in an area where winter is every cold and I have a Burmese Blue in a pot so I can bring it in for winter.
I was told that it would take a long time to flower and it also depended on the type of banana plant and size of pot.
I'm still waiting for mine to flower and even if it doesn't in a pot it's still a really cool plant.
