They are certainly very similar. From what I've noticed, I think there is a difference in them. I grow the Musa acuminata ssp. zebrina (AKA sumatrana) at home. Its leaves are long, narrow, and come to a point at the end. The 'Rowe' seems to have shorter, wider leaves that are more rounded near the tip. These are just my observations and I would suspect they are the same species with variations within the species or possibly a different subspecies. I'd like to hear Gabe's thoughts on this as well- I could be way off!

According to Agri-Starts, Rowe's Red is an improved version of the Musa acuminata subsp sumatrana.

There are many different subspecies of Musa acuminata, I have personally seen around 6 or so distinctly different forms of M. acuminata that all have red blotched leaves with red undersides (and there are many more too), which in the nursery trade would all be sold as either subsp. zebrina or subsp. sumatrana or 'Blood Banana' or something else like that. The truth of the matter is that its not well known what is what, and some forms (if wild) may not have ever been formally classified.
There is a lot of diversity out there, but since it rarely seems to be recognized it doesn't really matter what you buy the plant as, because chances are the people selling it don't know the difference between any of them either.
