Is it true that bananas enjoy soapy water?

Mine certainly don't seem to mind it. Just make sure that the soap is biodegradable.

Most use soapy water to kill spider mites and other insects on their banana trees.

My father-in-law claims they emptied the washing machine into the banana plants in the 70's. His bananas and daughter turned out just fine!

Yes you can.
I used to live in the high dessert and water was very expensive so I saved my dish, washing machine and shower water and used them in my plants with no undesirable effect.

Soapy water the leaves can prevent a variety of pest on plants.
Some detergents contain phosphates which plants can use but the EPA is trying to phase them out.
