When would be the best time to cut back my girlfriends HIBISCUS-BUSH it still is making flowers? Should i do it in the SPRING OR FALL!

During the winter, you hibiscus will lose its leaves. Leave them on now to aid to providing strength for the winter. Mulch it heavily once winter sets in, trim the bare branches to the shape you want and wait.
Until the soil temps get over 60F or so, hibicus look dead, but may not be. They many times come back and bud out on the stems in ares you may not expect.
I live in a 9b zone. Even so, many people around here treat hibicus like an annual. They are inexpensive at the nursery (here) and grow into November.
It is a fun experience to keep them thriving here. In your area, it may be more challenging. You may want to tent the branches that remain in your are to provide some extra protection.

What type of hibiscus are you trying to prune? I have both hardy and tropical, and would never consider leaving my tropicals outside for the winter.
Possibly you are asking about pruning an indoor plant? Hardy hibiscus die back to the ground each winter so obviously they don't need pruning at this time.
