I recently received my California Gold and the other California Cold Hardy Fruiting banana last week. Both have nice sized corms and p-stems. Neither of them had leaves (removed for shipping).
The Cal Gold has a new leaf cigar coming, but the tip of the Cal Cold-Hardy banana is dried out at the tip. Do I cut this off to promote new growth, or leave it as is and let mother nature do her thing? It would seem to be blocking a new leaf, so I was thinking of cutting it back, just below where it is brown and dry to allow for new growth to form.
Any expert advice would be deeply appreciated. No guessing please, thank you.

Scot- I'd do exactly as you described. Cut clean through the pseudostem, just below where it is brown and a new leaf should be able to emerge just fine. This is quite common when bananas are cut back for shipping. Shouldn't be much to worry over.

Keep an eye on the base of the plant I have had several be green in middle & die at the base, I learned to just trim it off at ground level & it recovers a lot faster than trying the emerging leaf method, (in my experiences) I haven't purchased a lot of large plants online, usually buy at nursery for the bigger plants.

it happens also quite often that the main stems dies, maybe you get pups.
