I am growing a Cali gold and basjoo outside right now. They are underneath frost cloth and have been covered with mulch. Throughout the winter I will periodically check underneath the frost cloth to see if they are rotting and cutting that part off until I see green. Should I be cutting off the rotten parts of the stem before rewrapping or is the rotted portion acting as insulation for the lower portions of the plant? Thanks.

You may leave alone and let nature run its course.
Having the stem on the plant does not harm it.
Some of my mats are under 8 +inches of wood chips or leaves or dead plant .
Me, I have cut stems close to the ground and I have also just let the mats wilt in the winters cold. No issues either way.
Basjos do not need any additional care when dormant
Good luck overwintering them.

Thanks for your advice. The Cali gold is going to be an interesting experiment here in Oregon. It’s in a garden bed and had been mulched so it should be nice and warm.

Just tossing out.....
There is a bunch of fellow growers in your zone(zone8+-10) who have some local :08:expierience, with total dieback .
Hopefully they will toss out their secrets for success.
