I have a super dwarf Cavendish banana that I have been growing in zone 6 for about a year so far. I bought it a year ago when it was approximately 8" tall. It constantly grew through the winter, as I brought it indoors, and it is now at a height of 12". It stopped growing and produced two pups, I separated one pup from the mother plant and potted it. I then potted the mother plant in a bigger pot that is 12" in diameter. It has been a few weeks since I repotted it and the leaf that is still curled has turned brown and rotted. Will the leaf grow, and will I have to do anything for the plant to help it start growing again?

It's from the pup removal and repotting. It's rooting back out and will start growing again when it's ready. When it start growing it should push the dead stuff out. Just watch it. The top could be blocking new growth (choked) if that's the case you may have to cut some of the top to open it up. I would just wait and watch for now.

It has been a month, the plant lost its top leaf after it turned yellow and died. The plant is choked and I cannot unchoke it. I am afraid the next leaf might die. Is there a way to unchoke it? I tried to pull it out but it just rips apart. My banana pup is starting to get brown spots on it as well.

From the type of pot you are using, I suspect that root rot has set in. The pup growth was a survival attempt by the plant. The center stem & cigar leaf slowly dying is the first signs.
This is what I just posted in an another thread:http://www.bananas.org/f310/did-my-banana-plants-come-panama-47659.html
You are using 'self watering pots'. These trap and hold water in the bottom of the pot which will stagnate causing root rot to set in. ... Bananas need fresh water, so their pot must drain to saucer and excess water removed. Your potting mix needs to be 50%/50% potting soil and perlite for a very fast draining to remove excess water.
Also, your pots need to be bigger and about 1.5 -2 Xs deeper than wider. The bigger pots hold more soil which in turn hold more moisture & AIR within. FILL THE pots COMPLETELY with potting mix, not half full. ... The deeper pots will allow more root growth which is more downward than outward. ... Once roots are established the plant growth will take off.
The cheap black plastic nursery pots are really ideal for bananas. These can be covered with decorative warp or simple set into a larger decorative pots if you must & in the house.
I would repot the mother/problem plant inspecting and cleaning the roots if needed. ... If the roots show signs of root rot, repot in course builders sand. Then hope for the best. Root rot is hard to stop once set in.

Don't be afraid to cut it back. I have had 6' plants that I cut down to the corm before they started growing. They will grow back.
