I've had similar problems with my Brugmansia. One night, I was taking a picture of them, I noticed that there was a couple of dark objects on some leaves. Zooming in on the photos, I found insects that had head forceps that looked pretty wicked. After searching the net, I found out that they were earwigs. I've been vigilant after that and I checked the plants at night until the destruction ceased. The Brugs were 2-3 ft tall and lush full of leaves. Another bug that gorges on leaves on my low lying plants are leaf cutter ants. I'm still having problems with these on my citrus plants. I just haven't had time to find out where they live and how to get rid of them. The internet has loads of suggestions, but I just don't have time to research them because my wife has ben in and out of the hospital in the last several months and requires constant monitoring. Anyway, I hope this give you some leads.

I think you have a virus endemic to that species of psychoactive plant.
You can get a broader idea if you do an internet search keyword datura virus. There are many kinds of viruses that affect your plant.
I do not know which virus you have though but I get the same type on my plants
While you're researching potential viruses and such, I'd spray with Neem and/or dishsoap. Won't hurt and could help. Up north my eggplant plants always got those holes, never grew taller that 18" and didn't produce. I began using Neem occasionally when I moved to this house in FL. I finally understand why people stake eggplant plants! No holes, plants are 4' high and flowering despite extreme summer temps. (My issue now is pollination. No bees here--yet.)
