Have a container Ice Cream banana that is indoors. Right now leaves have slowed down for the past couple of months. I suspect because of low light and temperatures. Plant was 10" last April/May and is 10' now.
When do they start making pups?
Should the pups start before the plant starts flowering?

The growth rate of your plant (most likely not the "real deal" Blue Java - Ice Cream given your source)is normal for this time of the year.
Pups will start to emerge before the mother plant will flower and fruit.
You had asked me the same questions in a PM four days ago and I answered them in a PM, but maybe you have not checked your PMs yet ;)
I have several banana plants--11 varieties? They all reside outside but not in perfect situations--all but 3 are in large pots. I have pups on 2 of those in the ground but no flag leaves though they're old enough--hey, we've all survived a tough 3 years so I'm empathetic.
I bought a very young DC this past summer who was in a pot always; mama croaked but left behind I believe 6 pups.
Producing progeny will not alter when your banana produces fruit; I suspect it's possible to get a crop with no backup "children". Some varieties are hussies and some are more demure.:ha:
