I have several bananas starting to push, but half of them are pushing retarded. It's almost like they are coming out curled . Is the leaf getting hung up? Should I chop back on the p-stem a few inches ?

After cold winter, the first few leaves are abnormal but the following leaves usually are drastically improved. It might be that the cold soil limits nutrient absorption. I do not really know only guessing!

I'm seeing the same thing, and it's not limited to a particular variety. Black Thai, Namwah, and others are doing the same thing.
I wouldn't worry about it. I pull the tip of the caterpillar leaf away from where it's being snagged, and after a day or so it starts properly unfurling on its own.
