I have a 9 foot Red Abyssinian banana that is indoors under large greenhouse type windows. It is getting a bit too large, can I cut it back? How short can it be cut? Will new leaves come from the center of the plant? I would like to do the same thing with a few Chinese bananas and a cold hardy one that sprouts pups. What will happen if I cut them down a third in height or more? Should I wait until fall or does the time of year even matter for indoors?

Go ahead and cut them if you want shorter plants.
You may cut them in half if you want. Your plants will continue to grow just like normal.
If I do my cutting I do it when my plants are actively growing for my zone ,late spring ,through summer. Your plants might produce more pups as a result also.
A number of people do it within this forum because they will not fit in their homes at the end of summer and they cut them to size.

Does cutting them in this way have any effect on later fruiting?
