It is a Tall Orinoco growing through a chain link fence.
It is suffering as the chain restricted the base and the leaves are growing funny.
I cut it with my machete.
It is next to a big matt, so I have plenty to take its place. I cannot sort out the plants as there is no room to dig.
Any suggestions?

An update:
I cut the p-stem where it was growing through the chain link. It began re growing rapidly. Before I could cut it again, I noticed another leaf out of the same p-stem growing strait up and NOT through the chain link.
As another week passed, the p-stem through the fence began to wilt and die. The other part has taken over and become a healthy young plant. Its as if this plant learned from its mistake!
Do Bananas possess an intelligence? They have managed to manipulate us humans to grow them around the world in one way or another.
I continue to be amazed.

If you really want to kill it, buy some Brush B Gone and use a very small paint brush to apply the undiluted poison to a leaf or a stalk. You only need a little bit, like a area the size of a quarter. I have used this on some Mimosa stumps with great luck.
I hate to advocate using chemicals but it sounds like you can't dig it up. Could you just put a garabage bag over it and kill it?
Either way- good luck

I don't need to kill it anymore. It is now growing up behind and not through the chain links.
