Is this a growing phase or a variegated variety?

Actually, if that's something in the Mysore subgroup (it certainly looks like it is), it could be banana streak virus. If so, you should probably get rid of it if it persists. Also be careful if you have citrus or pineapple mealybugs in your area, because they are the vectors. It can spread to your other banana plants if you're not careful. I say let it put out a few more leafs and if symptoms continue then pull it.

All of the viruses have me freaked out, I am afraid to even order Cannas anymore.

In most areas of the continental United States (with the exception of parts of South Florida), diseases aren't an issue as long as you care for your plants properly. Varieties in the Mysore subgroup have BSV DNA encoded into their genome, however, and the viral genes are sometimes expressed when the plant is stressed. Is that a newly planted pup? If so, the transplant stress could have caused the viral genes to become expressed. If the symptoms persist, I say pull it.

I thought the same thing, but wasn't sure enough to post. At first I thought it was a variegated DC like one I'd recently purchased. Then I saw the red underside of the leaf and thought it was a Mysore with BSV. Good to know about citrus mealybugs, which have gotten a bit out of control in my yard. My mysore has BSV I'm sure, but can't even tell on the full grown plants and no other bananas yet. But good inspiration to deal with the mealybugs.
I removed my first post because after further research I realized that caliboy1994 and robguz24 are right.
