I saw this picture in a Philippines website and it said it is an edible banana any banana expert seem this before?

Musa dasycarpa/velutina... a seedy species banana.
Most of the wild bananas are edible...and are often used by native people in the know. Modernised village & city folk might not know this.
Generally you sieve the seeds out; and you have the pulp. Very immature fruit with white soft seeds can be cooked and eaten.

Yup...looks like velutina. Very seedy and considered 'ornamental' rather than an edible type banana. The bananas often peel open by themselves on the bunch as they mature.

It could also be M. ornata. Full of seeds but technically edible. Either ornata or velutina are tasty even if it were not for the seeds.
