My Orinoco seats on the same hight for almost whole Summer without any newgrowth and its on about 120 cm of pstem with 4 leaves. Plant gets plenty of water and regular organic fert. Any ideas how can I trigger a new growth?

That's a good one Ante.. since I've never had a problem getting an Orinoco to jump out of the ground. You do any foliar applications?

How's the climate?

Also, literature indicates that zinc deficiency in soil is common in your area. This would interfere with auxin synthesis, among other things. I recommend testing for minerals to verify a deficiency before adding a bunch of stuff to your garden.

mostly mineral fertilizers

also some organics that Im using right now but Im not sure about NPK ratio

I'm not even going to lie. Sometimes a good threat will go a long way. Funny story I had a gold finger that just would not grow. One day I dug up a matt right next to it and threw it over the fence. I told Mr. Golden finger that he only has a few more weeks to start doing something or I am going to dig you out and throw you over the fence. "Don't make me kill you" And with in 2 weeks he started growing fast! So yeah, sometimes you just need to give them a good firm talking to! Or you could be nice and just sing to your plants. All my plants seem to perk up when I sing to them. And I swear I have this brom that only flowers after I sing to it. :)

Try some Humic acid in the soil wait about 1 week.

Other problem may be the soil. The one time this happen to me I tried everything till I dug up the corm and found the soil around it was to hard and the poor plants was unable to stretch out its roots.

I could be wrong but that looks like it may have been a water sucker or one of those followers instead of a sword sucker. It's very thin, which is what those tend to look like when they manage to get some size. And they're slow... I let some grow on purpose, mostly just for the look but also to watch them, see what they do. I tend to forget which ones I want to leave and I end up ripping them out.

The other option is it is a dwarf orinoco, which don't get big (tall).

It is a bit shaded and I know the poor thing has been bothered by high winds

Its not that shaded as U can imagine from this pic but yes it was devastated few times becouse of wind and flying chair :)

I dont know, sorry, but it has a beautifull flower and grows pretty nice.
