My Orinoco appears to be showing a short leaf. Is it a fact that a flag will come next?

Yes, it may or may not be the last leaf before the flag leaf.

What you want to do is assess if the plant is at the normal height at which that variety flowers at your location. Then, the shorter leaf doesn't really matter. I have seen some have shorter leaves, and some not, but I can usually guess within a few weeks, when flowering will occur based on plant height. If it is a variety that has never flowered before, you have to wait for your first data, when the flower appears.

After you grow them for a while, you "Just Know" where you bananas are at in their life cycle.
