Banana plants were brought from Central America to what is now Ventura County by Franciscan missionaries in the 18th century. The padres' missions, however, lasted longer than the bananas: only in a very few places like La Conchita have the plants survived, thanks to the unusual microclimate of the area.

The link looks very Ensete like with those upright leaves, but I am guessing they would be an edible variety if they brought them from Central America. ~J

The plant in that photo is definitely Ensete ventricosum.
