is it ok to keep my basjoo outside even if it gets maby around 45-50 degrees far.?(at night) it has litterally no stem and i think it is dying back to produce pups because when i repotted it there was a big sized corm of a pup already there, since last year. the pup died back and i guess its coming back again

Should be able to handle to the low 40's or below easily without any protection. If it is going to freeze overnight, consider bringing it in or providing some sort of protection. I would say you're fine, though, at those temps.

Yeah, it should be fine. Just remember that it wont be growing too quickly if the nights are cool, but bananas dont get leaf damage until around 36F or so and many (especially basjoo) can go down to 30 with only leaf dieback (but not stem dieback).
