I'm worried that the container is becoming too small for this plant.

A bigger pot can't hurt :^) ( looks like the same pot my 8' lemon came in...)

In my experience, plumerias tend to bloom better if pot bound. I also have noticed that it is near impossible to keep them from blowing over in a pot sized like that. I would probably plant it in a wider, but not much taller pot.

Right now? Probably not the best time to do it, especially if this one is going to go dormant. But if you really want to, then consider the wet rain in the winter so find a fast draining mix.

It can handle staying cramped in that pot, but when you repot, don't go with an extra huge pot. Just something like a 2 gallon pot if you can find those then work your way up in pot size gradually.

All my plumerias are actively growing under an hid grow light, they are not going dormant.
