Default dormant banana issue

Ok so these 2 bananas been in my basement for almost 3 months now, i gave them no water (the soil is bone dry), the room they are in is completly dark, the temp hovers between 58-62 and the humidity 30-40%.
Now the one the right is a dwarf orinoco and seams to be dormant but the one on the left is a hybrid williams and it refuses to go dormant, puts out a leaf about every 2 weeks.
what am i doing wrong?
also ive included some pics of my other nanas i have growing to set out in the spring.
