Even if someone got banned, they could sneak back in by just creating another user account. Eventually, though, they would lower their guard and say / do something to clue the moderators in to them being the same as the banned person. Also, unless they use a VPN, the IP address would be identical (DEAD GIVE AWAY to it being the same person)

If someone has 'Banned' as their signature, or somewhere visible when the post, yet they are still able to post - take it as someone just trying to establish themselves as a 'notorious person, or bad-arse' to impress the other forum members.
