Ya. Rot or choking. I would cut a couple inches off the top. If the center is still black, brown, or otherwise not completely white, keep going. If it goes all the way to the corm (roots) then the corn is rotting. I don't know how to explain where the corm starts without a picture so edwmax will have to clear that up.
