Default Musa velutina growth defects by using GA3

Beginning of last year I germinated Velutina seeds with the help of GA3. I used 2000 ppm, so a very high dose. On one hand, it was successful because from 50 seeds, the only 4 which germinates were out of the 15 seeds which were treated with GA3. But 2 of them are still not more than 15 cm high and that after 1,5 years. They seem to have a defect, for example, they produced 2 new leaves, which are coming out as 1. You can see this on the picture.



This picture shows the plants at the moment.



Maybe somebody made the same experience with GA3 or has another explanation for it.
