Default Getting musa velutina to flower

I have a 3' pstem tall musa velutina that is currently inside for the winter, recieving bright light and this summer I would really like to see it bloom (or even indoors?).

I know many people who have had velutina flower at this height or even less, and I was wondering of there was something I could do (maybe fertilizer type?) to get this plant to bloom?

I noticed growth slowing down at the end of the summer, and I expected a flag leaf as the leaves got shorter, but to my dissappointment nothing has happened.

Suggestions?
