To me just looks like a very sad ‘Orinoco’, or other type of Bluggoe. “Dwarf Ladyfinger” as a distinct and known cultivar doesn’t exist, “ladyfinger” is a loosely applied term used for basically any smaller sweet banana, and it varies by region.

In the US, there is a ‘Dwarf Ladyfinger’ marketed which is just a weird very small ‘Dwarf Cavendish’ off-type, but definitely not the plant you show.
