First generation means the first time a plant fruits, first ratoon refers to the second from the same plant, or the "second generation". As the plant gets older and especially if the mat is not pruned, the generations start blending together, but it is normally more clear and differentiated in the first 1-3 generations.

For me in Hawaii 'Williams' only takes 4 months to develop after flowering, but there are many different microclimates in Hawaii, so someone could have been reporting about growing at a higher elevation or something like that.
