Looks like mealy bugs to me. Apply rubbing alcohol to the affected areas with a cotton ball or spray bottle.

Spider mites are most evident by webs in any inward-curving portion of leaves or along leaf midribs (as depicted) but look more like spider webs than white fuzzy regions (as pictured). Spider mites are smaller than mealy bugs, and clear/white or reddish in color. You can find them on their tiny webs. Mealy bugs are larger, look white/fluffy and appear hidden by fuzz or found independent on the undersides of leaves, etc.
